Mid-Continent Instruments and Avionics and True Blue Power today announced the promotion of four key executives as the company expands global market share and supports increased customer demand well into the future.
Matthew Harrah has been named president of Mid-Continent Instruments and Avionics and True Blue Power.
Brett Williams has been promoted to senior vice president of engineering and certification. Van Winter has been promoted to senior vice president of sales and marketing. Marissa Williams has been promoted to vice president of supply chain and logistics.

Matthew Harrah, president
Harrah joined the company as senior vice president of technology and products in 2020, bringing more than 25 years of aviation-industry experience through previous leadership roles, including president of Astronics AeroSat Corporation and director of aviation product support at Garmin International.
He is an active pilot with a Federal Aviation Administration (FAA) Airline Transport Pilot (ATP) certificate. Harrah holds a bachelor’s degree in political science and government from the University of Missouri-Kansas City and is a U.S. Marine Corps veteran. He will continue to report to Todd Winter, chief executive officer (CEO) of Mid-Continent Instruments and Avionics and True Blue Power.
Brett Williams, senior vice president of engineering and certification
As senior vice president of engineering and certification, Williams will lead new product development, program management, regulatory certification, and compliance initiatives. He joined the company in 2004, serving as engineering manager, advancing to director of engineering and his most recent role as vice president of engineering. Williams has more than 27 years of industry experience and holds a bachelor’s degree in mechanical engineering from Missouri University of Science and Technology and a master’s degree in engineering management from the University of Kansas.
Van Winter, senior vice president of sales and marketing
As senior vice president of sales and marketing, Winter will drive company growth through in-depth market analysis and key opportunity assessments. He will lead the strategic planning and business development of new product sales, service, and distribution while fostering important customer relationships.
Winter joined the company in 2012, serving as legal contract administrator, advancing to account manager, market development manager, director of aftermarket sales and support, and vice president of marketing and aftermarket sales. He holds a bachelor’s degree in business administration from Texas Christian University and a juris doctor from the University of Kansas School of Law.
Marissa Williams, vice president of supply chain and logistics
As vice president of supply chain and logistics, Williams will oversee all aspects of procurement, inventory management, production planning, shipping, and receiving. She will develop strategies to optimize efficiency, reduce costs, and ensure quality standards that support new product development, manufacturing, and service requirements. Williams joined the company in 1997, advancing to purchasing manager, supply chain manager, and director of supply chain.
She holds a bachelor’s degree in business management from Friends University and is certified in production and inventory management.
