In Broward County, Florida, law enforcement operates in a landscape where dense urban development is bordered by the vast expanse of the Everglades on one side and the Atlantic Ocean on the other.
From tracking a vehicle through crowded streets to searching for a missing person across featureless terrain, success often depends on seeing the bigger picture. That’s where the Broward Sheriff’s Office (BSO) Aviation Unit comes in.
Operating above it all, the unit provides a level of awareness and coordination that ground units simply can’t achieve on their own. But beyond the aircraft and technology, it’s the people, training, and operational discipline that define BSO’s aviation program — one that has steadily evolved into a key component of the agency’s public safety mission.
Built to match the environment
The aviation unit’s development mirrors the growth of Broward County itself. With a population nearing two million people spread across more than 1,300 square miles (3,367 square kilometers), the region has become one of the most densely populated areas in the state. With that expansion, law enforcement has faced increasingly complex challenges of more traffic, more vertical infrastructure, and more dynamic situations.
What began as a support function has evolved into a central operational asset. Today, BSO aviation crews are routinely among the first to respond to critical incidents, providing overwatch, coordination, and real-time intelligence that helps shape how events unfold.
Their mission set is broad. Patrol support remains the backbone, but crews are equally engaged in surveillance, suspect apprehension, search-and-rescue, and disaster response. It’s a workload that demands adaptability and requires seamless coordination with units on the ground.
Experience matters
Helping guide that mission is Sgt. Paul Sada. Like most members of the unit, Sada didn’t start in the air. He built his foundation on the street, gaining firsthand experience in patrol operations before transitioning into aviation.
That background is intentional. At BSO, aviation personnel are expected to understand what deputies are seeing, what they need, and how quickly situations can change. For Sada, that perspective shapes how he approaches both operations and training within the unit.
“You have to know what it’s like down there,” he said. “If we don’t understand what the deputies are dealing with on the ground, we can’t support them as effectively from the air.”
His role today extends beyond simply flying or coordinating missions. It includes mentoring new members, refining procedures, and ensuring the aviation unit remains aligned with the needs of the agency as a whole.

Aircraft designed for the mission
BSO’s fleet reflects a deliberate focus on performance, simplicity, and mission effectiveness. The unit operates three Airbus H125 helicopters, which have proven well suited to its day-to-day operations.
Each aircraft is equipped with a mission suite selected specifically for law enforcement operations. A Teledyne FLIR 380-HDc sensor provides high-definition day and night imaging, while Trakka Systems Trakkabeam TLX searchlights deliver powerful illumination during nighttime missions.
The Shotover augmented reality mapping system, paired with touchscreen Macro-Blue tactical displays, allows crews to manage location data, sensor inputs, and mission information in real time.
Information sharing is equally vital. A Troll Systems downlink system transmits live video directly to command staff and ground units, giving decision-makers immediate access to what the crew is seeing.
Communication is supported by Technisonic TDFM radios and the Axnes wireless intercom system, enabling seamless coordination within the aircraft and across multiple agencies on the ground.
The aircraft completions were coordinated by CNC Technologies in partnership with Metro Aviation. Maintenance is handled by three full-time mechanics who are indispensable in keeping BSO airborne.
Constant Coordination
While the aircraft and equipment are impressive, it’s what happens inside them that defines the mission. The cockpit and cabin are highly coordinated environments, where pilots and tactical flight officers (TFOs) work together to manage multiple streams of information.
“As an airborne asset, you have to always be thinking ahead,” Sada said. “Where is this going next? What does the ground unit need from us right now? That’s what drives everything we do up there.”
TFOs operate the camera systems, communicate with ground units, and help guide the overall mission. At the same time, pilots maintain aircraft control while contributing to situational awareness and coordination.
It’s a constant balancing act of tracking suspects, relaying information, monitoring airspace, and anticipating the next move. The ability to prioritize tasks and communicate clearly is critical, especially during high-tempo operations.
From patrol to aviation
One of the defining features of BSO’s aviation unit is its emphasis on developing talent internally. Deputies don’t simply apply to join the unit — they earn their way in.
Many candidates come from specialized assignments such as SWAT or K-9, bringing with them a deep understanding of law enforcement operations beyond standard patrol. The selection process is competitive, focusing on decision-making, communication, and the ability to perform under pressure.
For TFOs, training begins with mastering the technical aspects of the job, including camera operation, navigation, and communication, before progressing to more complex, scenario-based exercises.
Pilots, many of whom come from civilian or military aviation backgrounds, must adapt their skills to the unique demands of law enforcement flying. BSO is also on the cusp of a new approach to filling pilot positions, preparing to send its first two TFOs through a transition course to become pilots from within the unit.
“We’ve never done the transition to a pilot before, but we’ve explained to the department the value of that, and we’re about to begin that process,” Sada said.

Aerial platform operations
Among the Broward Sheriff’s Office Aviation Unit’s most specialized, and often misunderstood, capabilities is aerial platform operations (APO). It involves the controlled deployment of force from a helicopter when conditions warrant. While the concept may draw attention, within the unit it is treated not as a headline-grabbing tactic, but as a carefully developed response to very specific operational challenges.
APO emerged from real-world scenarios where traditional approaches placed deputies or the public at increased risk — situations involving armed suspects in vehicles, rapidly evolving pursuits, or incidents unfolding in areas with limited access. BSO recognized that there were moments when ground units could not safely close the distance, and disengagement risked losing control of the situation entirely.
From the air, those dynamics change. The aircraft provides continuous observation, a stable platform, and a vantage point that reduces many of the visual and geographic limitations faced at street level. APO builds on that advantage. It is not designed to replace ground tactics, but to supplement them when other options become untenable.
“It’s about having another tool,” Sada emphasized. “It’s certainly not something we want to have to use, but it’s there if the situation leaves us no better option.”
Training for APO reflects that philosophy. Crews undergo specialized instruction that integrates marksmanship with aviation-specific considerations, including aircraft stability, communication between pilot and operator, environmental factors, and strict adherence to use-of-force policies.
“You’re not just training to shoot,” Sada said. “You’re training to communicate, to coordinate, and to make the right decision under pressure.”
Unlike traditional firearms training, APO instruction must account for the movement of both the aircraft and the target. Crews train quarterly in live-fire scenarios to maintain precision from a dynamic platform while coordinating closely with the pilot, who is responsible for positioning the aircraft safely and effectively. Communication between crew members is essential, with clearly defined roles and constant verbal coordination.
Equally important is decision-making. Scenario-based training places crews in realistic situations where they must evaluate whether APO is appropriate at all. In many cases, the correct choice is not to engage. That emphasis reinforces the principle that APO is a last-resort capability — one governed as much by restraint as by skill.
“There are a lot of times where the right answer is to do nothing,” Sada added. “That’s just as important as knowing when to act.”
Operational deployment follows that same structure. Initiating APO is never done in isolation. It involves coordination between the aircrew, ground commanders, and supervisory personnel, ensuring that all factors — including legal, tactical, and environmental — are considered. Clear lines of communication are maintained throughout, and the objective remains consistent: resolve the situation while minimizing risk to deputies and the public.
In practice, APO has never been used by BSO. Its value lies less in frequency and more in availability. If a situation escalates beyond the reach of conventional tactics, there is a controlled, trained option in place. For the aviation unit, that capability reflects a broader mindset. It’s not about expanding the use of force, but about expanding the ability to manage risk.
A force multiplier
At its core, the aviation unit brings added capability to every operation it supports. By providing continuous observation and real-time intelligence, it enhances the effectiveness of deputies on the ground. That advantage is particularly evident during pursuits. With an aircraft overhead, ground units can reduce speed or disengage entirely, allowing the aviation crew to track the suspect without increasing risk to the public.
“In a pursuit, we can take the workload off the deputies,” Sada said. “We stay with it from above, and that makes it safer for everyone — the deputies and the citizens.”
The unit’s impact becomes clear in its day-to-day workload. In 2025 alone, the BSO Aviation Unit logged approximately 1,600 flight hours across more than 3,000 missions.
During that time, crews conducted 2,187 searches, directly
contributing to 388 arrests, the recovery of 89 stolen vehicles, and the location of 83 missing persons. Those numbers speak to the unit’s role not simply as an aerial observer, but as an active force multiplier — one that consistently influences outcomes on the ground through speed, perspective, and coordination.
Sada points to teamwork as the defining factor behind the unit’s performance. “Our success is driven by the collective effort of every member of the unit. Everyone in the unit plays a vital role in our daily operations, bringing unique skills, experience, and dedication to the mission,” Sada said. “Whether in the air, on the ground, or behind the scenes, every team member directly impacts our effectiveness and overall performance.”

The next chapter
Looking ahead, the BSO Aviation Unit is focused on maintaining its edge through continued investment in technology, training, and personnel. This includes a planned move to a larger, twin-engine platform.
“We take delivery of our first Airbus H145 in the fourth quarter of 2027,” Sada said. The goal is to replace the current three H125s with four law enforcement-specific H145s — in addition to the two H145s already operated by Broward Fire Rescue.
“Our sheriff is very supportive. He has made it clear that he wants us to be the best at what we do and to provide us with the most capable aircraft available to reach that goal. He does not want there to be an incident or emergency in Broward County where we have to say ‘no’ when asked to respond.”
For Sada and his team, the mission remains unchanged. “We’re here to support the deputies on the ground and protect the community,” he stressed. “Everything else builds off that.”
As incidents unfold across one of Florida’s most complex operating environments, the Broward Sheriff’s Office Aviation Unit delivers an advantage that ground units alone cannot replicate.
Through constant coordination and disciplined execution, aviation crews provide real-time awareness that shapes safer outcomes. It’s a role built on trust, experience, and the responsibility to support deputies when conditions are at their most demanding.
