Across North America and beyond, surplus U.S. Army UH-60 Black Hawks and new-production S-70i Firehawks are entering a firefighting market that is under pressure. Fire seasons are longer and more destructive, while agencies and operators are being asked to move faster, transport more, work in hotter conditions, and facilitate complex missions. Into those environments comes an aircraft with military-grade power, twin-engine redundancy, a large cabin, and a growing civilian support network.
The Black Hawk is not simply a larger replacement for older platforms. It is helping to redefine the role of a firefighting helicopter.
“From our perspective, the UH-60 is becoming one of the most meaningful aircraft transitions in aerial firefighting,” said Domenic Pickering, president and CEO of Pickering Aviation. “It brings military-grade durability and mission flexibility into a civilian firefighting environment, which increasingly needs higher-performance rotary-wing assets.”

That shift has been enabled by the Black Hawk Exchange and Sales Transaction (BEST) program, which has moved hundreds of demilitarized UH-60s into the hands of public agencies, private companies, completion centers, and support providers since its launch in 2014.
Rich Enderle, senior adviser to the president and CEO of Ace Aeronautics, said the flow of aircraft remains consistent. “We continue to see a steady induction of aircraft from the Army,” he said. “Our current contract tells us to expect seven inductions a month at a minimum, but we have also been asked if we could take more, [to] which, of course, we responded in the affirmative.”
Enderle said the current UH-60L inventory could bolster the market for the next decade, with future divestment expected to include UH-60V and, eventually, UH-60M models. That pipeline matters, because the firefighting market is no longer looking only for available airframes; it is looking for aircraft that can operate in high temperatures, high density altitudes, and rapidly changing fire conditions.
“We have seen a significant increase in upgrades to [UH-60A] aircraft that were sold early in the program that did not have the higher performance components, such as the [General Electric T700-GE-]701 engines,” Enderle said. “The customers are demanding the increased lifting capabilities of the 60L.” The added gain is significant: a 1,000 pound (454 kilogram) gain, allowing up to 9,000 lb. (4,082 kg) of external load.

Redefining the Frontline Helicopter
The demand is being shaped by the fires. Recent U.S. fire seasons have underscored the growing complexity of the mission. Hotter and drier conditions, heavy fuel loads, expanding development in wildland-urban areas, and erratic wind events are forcing agencies to rethink how efficiently they can get aircraft, crews, and water to where they are needed. In 2025, the National Interagency Fire Center reported 77,850 wildfires in the United States, burning over 5.1 million acres (20,600 square kilometers). The number of fires was significantly above both the five- and 10-year averages.
The UH-60/S-70i family brings performance older medium helicopters often struggle to match: speed, useful load, cabin volume, and the ability to be configured for diverse applications.
“Operationally, the UH-60 is changing expectations for what a medium/heavy helicopter can do on the fire line,” said Pickering. “Compared with many legacy platforms, it can move meaningful water volume while also supporting essential crew transport, equipment movement, fire reconnaissance and multi-mission public safety roles.”
Few agencies illustrate that better than the Los Angeles County Fire Department Air Operations, which has operated the Black Hawk and Firehawk for over two decades. Ken Williams, acting senior pilot with L.A. County Fire, has seen the transition from legacy models to the Black Hawk-based firefighting platform from both the acquisition and operational sides.
For Williams, the advantage begins with performance. “The Firehawk gives us the power-to-weight ratio, the speed, and the turnaround time needed for high-tempo initial attack,” he said. The aircraft’s 1,000-US gallon (3,785-liter) belly tank and retractable snorkel are central to this capability.

The difference from older platforms is dramatic. Williams describes the limits of the unit’s earlier Bell 205 and 412 aircraft. “Those models were effective for their time,” he said. “But they carried roughly 360 to 375 US gal [1,360 to 1,420 L], while the Firehawk can carry up to 1,000 US gal [3,785 L].”
However, the bigger number is only part of the story. Older aircraft often flew with a non-retractable snorkel hanging below the helicopter, limiting transit speed and adding risk. With the Firehawk, the fill hose can be deployed at the water site, retracted, and the aircraft can return to the fire at much higher speeds.
“We’re able to electronically deploy the snorkel and pump up anywhere from 750 to 1,000 US gal [2,840 to 3,785 L] of water, electronically retract it, then return to the fire at 155 knots,” Williams said.
That changes the math. A Black Hawk may haul nearly three times the water of some legacy aircraft, but because it can often fill and cycle back more quickly, the delivered water over time can be far more than a simple gallon-per-drop comparison suggests.
“The turnaround times are the magic bullet,” said Williams. “That’s the wonderful effectiveness of the Black Hawk and its design and its capabilities.”

Tank Systems Become Tactical Tools
Modern tank systems are a major part of the Black Hawk’s firefighting evolution. The aircraft can be equipped with external belly tanks, internal tanks, buckets, and specialized hover-fill or power-fill systems. The market is no longer limited to simple buckets or one-size-fits-all tanks. Instead, manufacturers are developing systems which emphasize speed, precision, installation flexibility, and selectable drop profiles.
Jason Schellaars, CEO and chief engineer at Helitak Fire Fighting Equipment, said the Black Hawk’s popularity is closely tied to its ability to integrate high-capacity tanks without giving up the performance that makes this aircraft so attractive.
“Platforms such as the UH-60, fitted with systems like our Helitak FT4500 [1,190 US gal/4,500 L], provide operators with a combination of speed, payload, and precision that is reshaping expectations around firefighting capability,” Schellaars asserted. He said tank design isn’t just about raw capacity. “Modern tank systems are no longer simply about carrying additional water; they are about delivering it more effectively,” he said.

Rapid refills, multiple drop control, lightweight construction, lock-out retraction systems, and no-modification installations all preserve the aircraft’s versatility. The ability to adjust drop patterns and application rates gives crews greater control over how water is applied, particularly in fast-moving or complex fires.
Enderle sees similar diversity in the tanking market. “Currently, there are many different drop systems,” he said. “While some operators are still utilizing buckets, we are seeing more and more companies develop tanks, both external and internal.”
Buckets remain practical when the need is for a simple, removable system or access to deeper water sources. But power-fill buckets and tanks expand where the aircraft can work by allowing the use of shallower water sources. Partial-drop ability also changes the aircraft’s tactical value, allowing one load to be divided across multiple targets rather than expended in a single release.
Internal tanks are gaining interest for another reason: speed and operational flexibility. Enderle noted internal systems can be ground-filled or snorkel-filled while allowing higher en route speeds, making them increasingly attractive in certain restricted-category operations.

Reshaping Initial Attack
For agencies such as L.A. County, the Firehawk’s greatest tactical impact may be its ability to combine suppression and crew transport in a single platform. Williams said L.A. County’s aircraft can ferry a crew and its gear, directly to a fire, insert them, then immediately transition to water delivery.
“We’re carrying an 11-man crew outfitted with hand tools, saws, and the equipment necessary for us to deploy them on the fire line so they can start cutting line,” he said. “Then we go to any one of our pre-deployed fill sites, and we’ll pick up water, then return back to the fire line.”
This is where the Firehawk begins to influence tactics rather than simply improve performance. With older aircraft, agencies often had to choose between moving firefighters and dropping water, or split those missions across multiple platforms. The Firehawk allows an expanded integrated initial attack model: insert the crew, assist them with water, reload, and keep working the fire.

Williams said older aircraft could not always take a full crew and required equipment. “We used to refer to those as a short crew,” he explained. “Now we’ve increased it, with the Hawks at L.A. County, to 11. We couldn’t do that in a 205 or a 412 with all the tools, and now we can in a Hawk, no problem.”
The value is especially clear in remote terrain where trucks may be delayed or unable to access the fire. A helicopter capable of putting firefighters on the line, then delivering a large water load, can compress the response timeline during the critical first hour.
“That’s the whole objective, right? To get on the fire as quickly as possible with the maximum number of resources and the equipment,” said Williams. “This allows us to extinguish many fires in the first hour.”
He described the overall impact as “tenfold dramatic,” pointing to water volume, turnaround time, initial attack speed, and the ability to sustain crews in places ground resources may not be able to reach.
A New Baseline for Firefighting Helicopters
The Black Hawk does not eliminate the need for other aircraft. Heavy helicopters such as the Boeing CH-47 and Sikorsky S-64 can accommodate increased water capacity. Fixed-wing airtankers remain essential for retardant line application and large-scale scenarios. Smaller helicopters still provide utility, reconnaissance, bucket work, and attack options where lower operating cost or smaller landing zones matter.
But the Black Hawk occupies a powerful middle ground. It offers a substantial water load, high speed, twin-engine safety, hoist or rescue potential, and year-round utility. For public agencies trying to justify capital investment, the multi-mission case can be as important as the firefighting itself.

“UH-60s, as larger multi-mission aircraft, continue to enter the civilian market,” Schellaars said. “They are also broadly influencing firefighting tactics. Operators are increasingly able to deploy aircraft to not only deliver significant water payloads, but also transition into rescue, utility, or logistical roles when required.”
Pickering sees the same trend. “In my view, the UH-60 is not simply replacing older aircraft one-for-one,” he said. “It is raising the baseline for what is expected from a frontline firefighting helicopter.”

That benchmark is also being reinforced by the aftermarket suppliers growing around the aircraft. Completion centers, avionics companies, parts providers, and tank manufacturers are building expertise around the UH-60/S-70i platform. As additional Black Hawks enter service, parts availability, avionics modernization, and mission equipment options are expanding rapidly.
The result is an airframe becoming less exotic and more practical for civilian firefighting every year. The acquisition and conversion costs remain significant, and the aircraft requires additional training, maintenance depth, and budgets to support it properly. But for agencies facing larger fires, higher public expectations, and narrower response windows, the Black Hawk offers a versatility legacy platforms often cannot match.
Its influence is already visible in how operators think about initial attack, water delivery, and mission flexibility. The Black Hawk is not just bringing more water to the fire line. It is bringing a different tempo, a different tactical model, and a different expectation of what a firefighting helicopter can be.
As fire seasons stretch and operating environments grow increasingly demanding, that may be the aircraft’s most important contribution. It gives agencies time: time to reach the fire sooner, cycle water faster, and keep small fires from becoming campaign fires.
On today’s fire line, that time can be everything.
