The Program Manager, Defense Operations is responsible for management of existing Defense Operations contracts, and pursuit of potential aerospace-related Defense Operations opportunities. To accomplish these duties, this position will require close coordination and collaboration with prime contractors, subcontractors, customers, vendors, industry partners, company leadership, and support personnel.
Oversight of all Defense Operations contract execution
Defining, implementing, and revising operational policies and guidelines for the Defense Operations division
Creating job descriptions, recruiting, and hiring competent personnel, conducting onboarding and employee training programs
Developing and implementing staff evaluation parameters
Controlling costs to achieve budgeted contract and departmental margins
Managing procurement and resource allocation
Executing all Defense Operations logistics to include, but not limited to, HR, finance, legal and documentation requirements
Developing and maintaining relationships with key Government stakeholders and business partners
Developing technical briefings and participate in required business conferences
Developing new, and cultivating existing, relationships with industry partners to facilitate new business opportunities
Reviewing program specifications and/or bid documentation to develop successful bid strategy and leading proposal preparation and submission
Providing leadership and expertise in contract negotiations and in the preparation and review of Hillsboro proposals to end users and partners.
Responsible for the establishment and management of business practices as it relates to DoD and other government aerospace-related pursuits and programs as well as the integration of new tools and resources to promote future business and revenue

This position is responsible for leadership of all Defense Operations employees.
This job operates in an office and field (contract bases ndash; domestic and international) environment. This role routinely uses standard office equipment such as computers, photocopiers, and cell phones.
While performing the duties of this job, the employee is regularly required to talk or hear.
This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
This would require the ability to lift up to 50lbs frequently.
There will be periods of sitting at a desk and frequent lifting, carrying, bending, and reaching.
POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. Weekends and evening work will be required as job duties demand.
Travel to domestic and international contract bases, potentially in austere environments, is an essential function of this position.
