The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander, Field Support Bureau, are seeking a qualified individual to join the Helicopter Operations Unit. In this exciting, rewarding and challenging opportunity, you will act as Pilot-in-Command of Ontario Provincial Police (OPP) rotary wing aircraft under visual and instrument flight rules for the provision of air services in accordance with Transport Canada aviation regulations and standards, and OPP policies and procedures.

Note: The classification and salary rate for this position is under review. The salary range for this position will be adjusted as a result of the Ontario Provincial Policing Association (OPPA) collective bargaining. The new rates will be effective, retroactive to January 1, 2023. Final salary schedule and dates for implementation will be confirmed at a later date.

Note: This posting is for a twelve (12) month temporary opportunity with the possibility of extension. The results of this competition will be used to fill current and future temporary and permanent opportunities with qualified eligible candidate within the unit during the next 12 months following the competition closing.

Regular employees are required to have manager approval prior to accepting a temporary opportunity. When a regular member is the successful candidate for the temporary opportunity they would return to their home position at the conclusion of the temporary opportunity.

Only business related expenses will be provided. There are no provisions for relocation, accommodation or travel (including meals or vehicles) for this position. Exact dates are to be determined.

About Us:

The Ontario Provincial Police (OPP) is one of North America’s largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario. We are the largest police service in Ontario and the second largest in Canada.

Helicopters are primarily used for search and rescue, but they have a number of other important functions. Helicopters are commonly used to transport specialized response members, to track wanted persons, and to search for evidence, including outdoor drug-growing operations. Ground and flight crews and their aircraft must be ready to go 24 hours a day, seven days per week.

The OPP’s two Airbus EC135 P2+ helicopters are equipped with two engines which allows them to safely operate over water and beyond gliding distance from shore. The second engine provides redundancy should one engine fail and this ensures that the OPP is able to meet their mandated search and rescue duties that include over 250,000 lakes in the province.

What can I expect to do in this role?

To act as Pilot-in-Command of Ontario Provincial Police (OPP) rotary wing aircraft under visual and instrument flight rules for the provision of air services in accordance with Transport Canada aviation regulations and standards, and OPP policies and procedures including, but not limited to: Police Orders, Company Operations Manual, Maintenance Manuals, Standard Operating Procedures and aircraft flight manuals.

How do I qualify?

Mandatory

• Hold a valid Canadian Commercial Pilot’s License or higher with a minimum of 1,500 hours of flight time in helicopters.

• Hold a Night rating for helicopters.

• Have acquired at least 1,000 hours as Pilot-in-Command of turbine powered helicopters.

• Hold a valid Transport Canada Category 1 Medical Certificate valid for single pilot operations.

• Have passed a Pilot Proficiency Check (PPC) or Pilot Competency Check (PCC) within the previous 24 months.

• Hold a restricted radio telephone operator’s certificate, aeronautical (ROC-A).

• Hold a valid Canadian passport or the ability to acquire one.

• A Group IV Instrument Rating is an asset.

• Previous flight experience with Night Vision Imaging Systems (NVIS) is an asset.

• Previous flight experience operating multi-engine helicopter types is an asset.

• Ability to pass an OPP background/ security investigation.

Knowledge, Skills and Abilities:

Knowledge of the Canadian Aviation Regulations and Standards, piloting techniques, meteorology, navigation and airmanship applicable to the operation of turbine-powered, multi-engine, glass cockpit helicopters under visual and instrument flight rules.

Ability to safely fly an EC35 or H135 helicopter during a variety of operational exigencies such as low-level searches and remote sensing missions (e.g. FLIR) in marginal weather conditions, and high-density air traffic.

Interpersonal skills and ability to work within a team.

Skill with computer software programs including Microsoft 365 (Word, Excel, PowerPoint, and Outlook) as well as Apple iPad operating systems and applications such as ForeFlight Mobile Electronic Flight Bag.

Oral communications skills to provide direction and information to passengers and clients, and to develop and maintain co-operative working relationships with staff and representatives from regions/bureaux, ministry, other ministries, government agencies and non-governmental organizations.

Research, organization and written communication skills to highlight relevant elements of aircraft industry reports, identify operational implications, extract pertinent data to write correspondence and reports that concisely and accurately convey the desired information.

Demonstrated initiative in identifying potential issues and recommending/following through with resolutions.
